Stefan Gartrell

Founder/Executive Director

Stefan Gartrell is the founder of Ripple Effect 22 (RE22), a youth mentorship program launched in 2016. After a career in professional baseball, he dedicated his life to empowering San Francisco youth through mentorship and life-skills development. Over the past eight years, Stefan and his team have impacted hundreds of young people. He is passionate about helping youth unlock their full potential.

Michael Stoutmire

Director of Operations and Administration

Michael Stoutmire serves as Director of Operations and Administration at RE22, bringing leadership experience from the hospitality industry. He oversees daily operations, resource allocation, and strategic planning to support youth development. Michael is passionate about creating programs that equip young people with essential life skills. His heart for mentorship is reflected in both his work at RE22 and his service in the community.

Michelle Turner

Michelle “Chelle T” Turner is the Program Director of Block to Block at RE22, where she mentors teens and youth. With a background as a writer, producer, and comedian, she helps young people explore creative careers and express their voice. Chelle T brings energy and inspiration through her work, including hosting events and mentoring programs. She is dedicated to empowering the next generation through creativity and connection.

Thomas Seibert

Thomas Seibert is a marketing and media consultant who helps organizations elevate their message through design and strategy. As the founder of Church Design Lab, he specializes in branding, media production, and communication systems. At RE22, he serves as a Marketing/Media Consultant, helping expand outreach and impact. Thomas is passionate about blending creativity with purpose to reach and inspire communities.

Shavon Gartrell

Co-chair

Shavon Gartrell serves as Co-Chair of the RE22 Board and is deeply committed to empowering youth and women in San Francisco. She leads fundraising and strategic expansion efforts, leveraging her background in operations and management. Shavon is passionate about developing leaders and mentoring. She brings empathy, vision, and purpose to her work in the community.

Laura Tinetti

Laura Tinetti serves as Co-Chair of the RE22 Board. She brings over 18 years of experience in retail real estate, specializing in tenant expansion and strategic development. She has worked closely with leading retailers and landlords, driving innovative solutions in urban markets. At RE22, Laura uses her expertise to support organizational growth and strategy. She is known for her thoughtful planning and strong relationship-building.

Bill & Patty Moll

Bill and Patty Moll bring decades of leadership and ministry experience. Bill spent 38+ years in retail merchandising and operations, including leading venture-backed startups, and now serves the underserved through TLConnect in San Francisco’s Tenderloin. Patty has over 25 years of experience teaching and ministering to students, including in juvenile detention and through Prison Fellowship. Together, they lead outreach efforts and invest deeply in the next generation. They’re honored to serve on the board of Ripple Effect 22, helping students grow in their faith and purpose.

David Wilkins

David Wilkins is a dedicated youth leader with over 8 years of experience building and leading youth ministries in San Francisco. He founded Bible Clubs and continues to champion youth development through mentorship and leadership programs. At RE22, David plays a key role in scaling outreach and impact. His passion is empowering the next generation to lead with purpose.

Bobby Evans

Bobby Evans, former General Manager of the San Francisco Giants, brings extensive leadership experience from professional baseball. Known for building strong, successful teams, he now applies that expertise to mission-driven work at RE22. Bobby supports the organization’s outreach and growth initiatives. He is committed to strengthening impact through strategic leadership.

Alex Cabansagan is a business development consultant and senior pastor with a passion for leadership and mentorship. He helps individuals and organizations grow through strong communication and strategic guidance. At RE22, Alex serves as a mentor and lead volunteer, overseeing Kingdom Club. He is dedicated to building meaningful connections and lasting impact.
